The Victorian government recently announced a plan to slash stamp duty on off-the-plan apartments, units and townhouses for 12 months. This temporary stamp duty concession aims to turbocharge home building in the state.

The move has drawn mixed reactions. On one hand, it could provide much-needed relief to homebuyers struggling with affordability. The uncapped, expanded stamp duty cuts are estimated to save buyers $28,000 on a new $620,000 apartment, reducing stamp duty costs to just $4,000. For an economy still recovering from the impacts of the pandemic, policies supporting growth and consumer spending are welcome.

However, concerns have also been raised. Extending the concession to foreign buyers counters previous efforts to limit foreign real estate investment. Though it may spur development, funnelling more demand into the market could simply drive up prices further. With Melbourne home values already rising over 20% in the past year, housing affordability issues persist.

Critics argue the $55 million budget for this policy could be better spent on public and social housing programs. And temporary cuts may encourage buyers to rush purchases within the 12-month window, distorting the market.

The policy’s success will depend on whether supply can meet the anticipated demand. With construction industry constraints and lag times for projects, the resulting boost to housing stock may be limited. This risks further fuelling a heated property market plagued by low rental vacancies and fierce competition among buyers.

For now, the stamp duty concession sends a clear message – the Victorian government is pulling out all stops to restart its economy and construction sector. But its implementation must be carefully managed to ensure it benefits homebuyers rather than harms affordability in the long run. The property market rollercoaster looks set for more twists and turns.
